EARLY CERTIFICATES OF CONVENIENCE AND NECESSITY

Beginning in 1915, intrastate bus service was regulated by the Colorado Public Utilities Commission. Information from annual reports is available through 1930.

Skipped certificate numbers were strictly freight carriers. Apparently, new certificate numbers were originally assigned to routes added by established carriers, but then the original certificate numbers were assigned to cover the added routes. As the information in the annual reports was less thorough in later years, only the earliest added routes are mentioned.

Additional companies were granted certificates which were cancelled soon after, and are not listed. Information was presented differently in each annual report, resulting in inconsistencies and incompleteness in the data presented here.

Many certificates were actually issued to taxicab or livery companies, offering sightseeing service to the Rocky Mountains.
